PGE provides four enrollment windows each year that enable qualifying customers to leave PGE’s Annual Cost of Service rate.
We hope the information below answers any questions you may have. Those eligible for this selection window are large nonresidential consumers.
What is the purpose of the enrollment windows?
These windows let you leave PGE’s annual Cost of Service rate, and choose a market-based pricing option (Daily or Monthly) or choose an alternate Electricity Service Supplier (ESS). The quarterly windows open Feb. 15, May 15 and Aug. 15 at 8 a.m. (or the next business day if the 15th falls on a weekend or holiday) and close at 5 p.m. following three full business days. The annual enrollment period begins at 2 p.m. on Nov. 15 (or the next business day if the 15th falls on a weekend or holiday). It closes at 5 p.m following five full business days. In addition to the options available during the quarterly windows, this is the yearly opportunity for customers to return to Cost of Service.
How do I know if I am eligible?
Large non-residential customers (schedules 38, 83, 89, 91 and 92) who are currently on Annual Cost of Service pricing may switch to an alternative pricing plan during an open enrollment period.
What steps do I have to take if I want to take advantage of a pricing selection window?
Please review the deadlines below:
- At leat two weeks before any enrollment period, mail in your Historical Usage Release Form, for PGE to release your data to an ESS. If you have previously sent PGE this form, you do not need to do so again.
- At the beginning of each enrollment period, PGE’s Schedule 128 transition adjustment rate is posted in the Pricing Plan section.
- The enrollment windows for each quarter open on Feb. 15, May 15 and Aug. 15 (or next business day, if the 15th falls on a weekend or holiday) to leave Cost of Service. The option you select during the Feb. 15 window takes effect April 1. The option you select during the May 15 window takes effect July 1. The option you select during the Aug. 15 window takes effect Oct. 1.
- On the month following the quarterly window (March, June and September), you may select a Daily or Monthly pricing option. If you do nothing, you will default to Daily pricing.
- The annual enrollment window opens at 2 p.m. on Nov. 15th (or next business day, if the 15th falls on a weekend or holiday) to leave Annual Cost of Service beginning Jan. 1 of the next year or to return to Cost of Service from another pricing option. The enrollment window closes at 5 p.m. after 5 full business days.
- If you left Annual Cost of Service pricing during the November Open Enrollment window, you will default to Daily pricing for the next calendar year unless you select the Monthly pricing option during the December Pricing Plan Selection period.
Will there be a shopping credit?
The shopping credit is fully subscribed at this time.
Yes. Our tariff Schedule 130 allows you to give either conditional or unconditional notice of your intent to leave Cost of Service based on shopping credit availability.
What is the shopping credit?
If you meet eligibility requirements for this incentive, you can conditionally decide on ESS service with the understanding that you will stay with PGE’s Annual Cost of Service rate if the shopping credit is not available. We will let you know if you’ll receive the credit by the end of the next business day after your enrollment. The shopping credit is an important factor for certain customers in deciding whether or not to go with an ESS. The availability of the shopping credit is limited.
How do I know if I am eligible for the shopping credit?
The shopping credit is available to customers who elect to receive service from an ESS and who have less than 1-megawatt average (MWa) load per account. The shopping credit is limited to 10 percent of qualifying load, and no single customer can receive more than 2.5 percent of the available credit. Will there be a transition charge or credit for leaving Cost of Service?
Yes, If you choose to leave PGE’s Cost of Service rate you will be subject to Schedule 128. This adjustment rate reflects the difference between energy charges under the Schedule 83 or 89 Cost of Service option and the power market price for the amount of energy “freed-up” by customers leaving Cost of Service.
If I currently have accounts on a pricing plan other than Annual Cost of Service, can I move them back to Cost of Service during a quarterly window?
No, this is not an opportunity to return those accounts to our Annual Cost of Service. You may select to return to Annual Cost of Service during the regular November enrollment window.
If I’m talking with an ESS, can you share my usage data with this third party?
Yes, but we need to have a signed historical usage release form (PDF) from you in order to do so. If you have not provided PGE with a historical usage release form, please do so, as it can take several weeks for the data to become available. This gives us permission to send your information to an ESS. If you have already sent in this form, you do not need to do so again.
